Position Summary:The Clinical Recruiter works closely with nursing leadership, outside agencies and academic institutions to ensure an adequate supply of qualified nursing talent for Deaconess, MultiCare East Region.  This position requires a service-oriented individual with the ability to manage a heavy workload in a fast-paced, team environment.  The Clinical Recruiter must manage multiple conflicting priorities, demonstrate a high attention to detail and form effective partnerships with nursing leadership, candidates, peers, service providers and academic institutions.  Areas of responsibility include: defining job requirements; developing recruitment strategies; sourcing qualified internal and external candidates; prescreening; consulting on selection processes; ensuring completion of pre-employment background checks and drug screens; ensuring completion of new hire paperwork; maintaining complete, accurate applicant tracking records and serving as an ambassador for the nursing function and MultiCare.
Internal consulting:
- Maintains a strong working knowledge of the clinical practices and business operations of assigned customer groups
- Maintains current knowledge of trends in nursing management, recruitment and retention
- Provides insights to nursing leadership based on an analysis of turnover reports, vacancy rates and other staffing data
- Provides nursing management with strategies to improve recruitment and retention results
- Negotiates mutually agreeable timeframes and expectations for recruiting support
- Provides consistently excellent customer service with timely follow-through
- Manages projects and external resources effectively to support customer needs
- Influences without authority to ensure that internal customers comply with MHS policies, collective bargaining agreements and relevant federal and state regulations
- Draws upon a variety of cost-effective recruitment strategies to find qualified candidates in a timely manner
- Ensures vacant positions are posted in accordance with collective bargaining agreements
- Identifies targeted, cost-effective local, regional and national recruitment sources
- Works effectively with advertising agency and Marketing department to plan, design and implement recruitment strategies consistent with MHS employment branding strategies
- Effectively markets MultiCare as an “employer of choice” for nurses and other patient care professionals in person, by phone and in written communications
- Responds to all applicant inquiries in a timely, professional and positive manner
- Travels throughout the Pacific Northwest and beyond as needed for recruitment activities
- Manages candidate sourcing projects such as new graduate open houses, direct mail campaigns and employee referral program promotions
- Works with high school students and counselors to encourage entry into healthcare professions
- Develops and maintains positive working relationships with Deans and Directors of colleges of nursing and officers and professional associations
- Develops screening criteria and questions based on knowledge of vacant positions
- Reviews and evaluates all incoming applicants against job requirements
- Refers qualified applicants to hiring managers
- May utilize automated pre-screening tools
- Helps internal customers design interviews and other selection tools that are legally valid and effective in predicting job performance
- Ensures professional references are completed prior to employment offers being extended
- Ensures pre-employment drug screens and background checks are completed following a conditional job offer and before a candidate is hired
- Rescinds conditional employment offers and documents rationale when drug screens or background checks have unacceptable results
- Participates on committees and task forces relating to recruitment and retention
- Participates in process improvement efforts when requested
- Conducts exit interviews when requested
- Works with internal and external resources to ensure compliance with employment laws and regulations and licensing requirements
- Contributes to the success of the organization by meeting organizational competency expectations and core values, continuously learning, and by performing other duties as needed or assigned
Minimum Requirements:- Knowledge of and skill in the use of computer to include Microsoft Office products and the ability to learn new applications as required by the job
- Strong working knowledge of the costs, advantages and disadvantages of available recruitment strategies including print advertising, on-line job postings, recruiting events, college recruitment, online job boards/databases, employee referral programs, trade associations, direct  mail, broadcast, candidate research, contingent search, retained search, temp-to-staff strategies and workforce development partnerships
- Strong working knowledge of selection tools and validation requirements
- Strong working knowledge of labor relations and the ability to interpret collective bargaining agreements
- Knowledge with employment laws, including equal opportunity and affirmative action
- Strong working knowledge of nursing practices and career options in an acute care setting
- Ability to establish rapport and credibility with nursing leadership, candidates, peers, service providers and academic institutions
- Ability to manage time, set priorities and work effectively under deadline pressure
- Ability to work independently, take initiative, accept responsibility and use good judgment
- Ability to communicate effectively in person and in writing and to listen actively
- Ability to plan, write and place recruitment ads and to manage recruitment projects
- Ability to write relevant, effective behavioral interview questions
- Ability to accurately assess candidate skills and to evaluate the alignment between candidate skills/interests and hiring unit needs
- High attention to detail with consistent and timely follow-up on many concurrent issues
Education/Licenses/Certifications:- Bachelor’s degree in Nursing or Business discipline  (Master’s degree preferred.)
- Acute care nursing experience within the past five years, ideally in more than one specialty
- A minimum of 3 years Nursing and/or health recruiting experience
- Human resource certification (PHR, SPHR) or Health Care Recruiter Certification (CHCR) preferred.
